Which version?

Currently (July 2010) I baseline my scripts to 3.2 as that's the version present on most systems I deal with.

However, whenever possible I prefer to use the latest stable version, which is currently 4.1. Sometimes this means encouraging a site to upgrade, but I feel the additional capabilities in 4.1 vs 3.2 are well worth it.
